Ministry of Justice in Niger Launches JusticeInfo Database to Support National Transparency Efforts In January 2011, elections were held in the Republic of Niger to elect a new government, as well as members of the parliament. The peaceful elections, which took place a year after a military coup, were accompanied by a set of resolutions including increased transparency. Following the elections, the new Minister of Justice remarked that high-quality governance needs to go hand-in-hand with high-quality data, expressing a desire to build a database system containing information on justice-related indicators. After a website was created for the Ministry of Justice in Niger to host such information, key staff members turned to UNICEF for guidance and training on building a DevInfo database. UNICEF has already contributed to the development of a national socio-economic database for Niger called NigerInfo, which is run by the National Statistical Institute (Institut National de la Statistique). NigerInfo, now available on DevInfo 7, contains nearly 30,000 data entries with over 300 indicators. However, only 10 of these indicators are related to justice; the creation of a special database for the Ministry of Justice represents an opportunity to increase that number. In December of last year, seven staff members from the central bureau of the Ministry of Justice were trained by UNICEF Niger in creating a database and 22 were trained in using one. The response was overwhelmingly positive, and while these individuals will be initially responsible for populating the database, additional trainings are expected to take place this year for focal points in regional offices. JusticeInfo Niger launched on February 5th, at the Foreign Affairs Ministry (Ministère des Affaires Etrangères). Souleymane Ousmane, Monitoring and Evaluation Officer for UNICEF Niger, estimates that around one hundred individuals from various ministries will be attending the event. "Not only will the event showcase the work accomplished by the Ministry of Justice, but we are hoping that this will empower other ministries to adopt the same type of measure for their own sectors," says Mr. Ousmane. Each guest is expected to leave with a desktop version of JusticeInfo Niger. The database will be updated twice a year and contains 73 indicators, including the number of cases at the Court of Auditors and the number of cases judges are assigned each year. The bi-annual release of data into JusticeInfo will enable all users to access recent information, as opposed to waiting for the annual statistical report. Another added value of JusticeInfo will be the easy creation of tables, graphs, and maps in DevInfo - the newest version of the tool contains eleven visualization objects.
